Texas e-Plan System

The Texas e-Plan system was developed by the Texas Education Agency to facilitate the submission of technology plans for all Texas public school districts and charter schools. Texas e-Plan is a template-based system that assures technology plans include the required components of the Title II, Part D of the No Child Left Behind Act.  It also requires districts to correlate objectives with USAC E-rate and correlate strategies with the Texas Long-Range Plan for Technology

Technology plans submitted in Texas e-Plan undergo the established peer review process by which technology plans are approved in two tiers.

  • Submitted technology plans are assigned to two peers from other districts for approval according to established criteria.
    • If both peer reviewers approve the plan, it goes on to TEA for final approval.
    • If one peer reviewer approves the plan but the other does not, plans are assigned to a third reviewer. If the third peer reviewer approves the plan it goes on to TEA for final approval. If the third peer reviewer does not approve the plan, it is returned to the district for modifications and can be resubmitted after addressing comments made by peer reviewers.
    • If both of the initial reviewers do not approve the plan, the plan is returned to the district for modifications and can be resubmitted after addressing comments by peer reviewers.
  • After technology plans are approved by peers they are forwarded to Texas Education Agency for final approval. Once plans are approved by TEA, district contacts are notified and can then print their approval certificate for that plan year(s).

Submission of technology plans in Texas e-Plan allows districts to access technology plans and approval certificates for plans from previous years.
