Texas e-Plan
The Texas e-Plan system is an electronic resource provided by the Texas Education Agency that assists districts and charter schools prepare and submit their technology plan. Along with the general requirements and components of the technology plans, Texas districts and charter schools are required to submit the Campus STaR Chart prior to submission of the technology plan in the Texas e-Plan System.
Technology plans help districts to efficiently and effectively utilize technology to assure students, educators, administrators and support personnel have the tools necessary to achieve tasks. As such, technology plans should support the district improvement plan and be aligned with the Texas Long-Range Plan for Technology.
To be eligible to participate in Title II, Part D formula and competitive funding opportunities as well as Universal Service Support Program, or the E-rate program, districts and charter schools must have a technology plan that assesses and evaluates their current technology, determine areas of need, set goals, objectives and strategies to meet those needs, and allocate a dollar amount for the cost of achieving objectives.
For planning purposes, districts and charter schools generally submit technology plans beginning in the fall for approval for the successive school year. Submission of technology plans should remain constant by using the same time frame each year. The collection, assessment and evaluation of data throughout the school year will provide guidance for updating technology plans. Remember the five P’s. Prior planning prevents poor performance.
E-rate requires technology plans to be ‘written’ prior to submission of the USAC form 470. The submission of a technology plan in the Texas e-Plan system provides a timestamp of the plan date which can serve as proof of that requirement.
Typical course of events for Texas Schools follows:
- Texas Teacher STaR Charts submitted
- Texas Campus STaR Charts submitted
- Creation and submission of technology plans in Texas e-Plan
- USAC Form 470 submission (certifying technology plans are written)
- Technology plans peer reviewed and approved by TEA
- USAC Form 486 submission (certifying technology plans were approved before services start date)
